Accepted Methods of Payment

For your convenience, the University Store accepts cash, traveler's checks, personal checks, and credit cards (MasterCard, Visa and Discover). We also accept Bobcat Express (frostburg.edu) the convenient easy way to make cashless purchases all over campus and approximately a dozen places off campus.

Shipping Policies

Processing Time
General Merchandise orders are processed and shipped within 24 business hours of receipt. Weekend orders are processed and shipped on Mondays.

How we Ship
We offer standard ground and next day shipping to the 48 Contiguous U.S. states through UPS at the standard UPS shipping rates below. Packages generally take 2-3 days to reach an address in the continental U.S. Next Day options are available for an additional fee, calculated at checkout. Next Day delivery terms are posted below.

Shipping Rates
Our shipping charges for the Continental U.S. are as follows:
Orders of $0.00 - $4.00= $9.95
Orders of $4.01 - $50.00= $14.95
Orders of $50.01 - $150.00= $18.95
Orders of $150.01 - $300.00= $21.95
Orders of $300.01 or over= $26.95
Foreign Addresses. We cannot ship to APO's FPO's or other foreign addresses.

Next Day Delivery Terms
Selecting Next Day Delivery does not include processing time of your order. Next Day Delivery only includes from the time the order is picked up by the carrier at the University Store and delivered to the destination. The University Store is not responsible for unforeseen circumstances such as weather delays or other issues that may delay the pick-up/delivery of the order by the carrier. In addition, Next Day Air shipments leaving Friday will not arrive until Monday. If UPS does not offer Next Day Delivery in your area, you will be contacted. All Next Day Deliveries require a signature per UPS guidelines so we cannot waive this on this type of shipping.

Bobcat Express

Bobcat Express is a debit card program available to all students, faculty and staff. This program is accessed through the FSU ID card. It is a money management system that is convenient and secure. Bobcat Express can be used to make purchases at many on-campus and off-campus locations. Using Financial Aid

  1. Place an order online at https://bookstore.frostburg.edu.
  2. Choose the payment option "Bobcat Express Card."
  3. Note the total price.
  4. Email the Billing Office at billingoffice@frostburg.edu advising the total dollar amount to transfer to the student's Bobcat Express Card. It is wise to tell them the maximum price.
  5. Orders may be picked up or shipped after the money is transferred and the order is processed.

Services

Stamps
We sell postage stamps at face value-either full books of 20 or single first class stamps.

Special Orders
We offer special order services for supplies, computers, and printers.

Shipping Services
We offer shipping services for any package you want to ship to anywhere. The cost of the service is just what the shipping cost is as calculated by UPS World-Wide ground rates plus $2.50 for a handling and packaging charge.

Student Book Buyback
We offer cash for books during our end of semester buyback. The dates will be communicated each semester. Be sure to bring in any book that you have to see if we can make you an offer. Be on the lookout for more information.

Return, Refund & Exchange Policy

An original FSU Bookstore receipt is required for all Returns, Refunds or Exchanges. No cash refunds for credit card or Bobcat Express card purchases. Cash will be given for check purchases after check clears, usually five (5) business days.

General Merchandise
Refunds for the full purchase price for general merchandise returned in saleable condition will be made within thirty (30) days of the receipt date. Shipping costs are nonrefundable. Software and computer related items must be in the original unopened intact packaging. There are no refunds on CD's, DVD's, or console games. If they are found to be defective, exchanges for the same products may be made.
